Push changed folder files

POST

/api/v1/external/coding/repos/{coding_repository_id}/knowledge/folders/{name}/files

syndai sync: changed notes as text, and attachments (up to 10 MB) by name only. Each is indexed now; one that can't be read comes back with its reason. Requires coding:knowledge:sync.
