List credit packs

Use a key with only read scopes. Your customer_id is in the reply to Get the calling API key.

/api/v1/external/coding/purchases/packs

The credit packs the workspace can buy: each pack's key (the pack_key of a checkout), its credits and its price in every currency, in minor units. Needs coding:billing:read.
