Rescan a custom tool

POST
/api/v1/external/coding/tools/{tool_id}/rescan

Run the tool's safety scan again now (unscanned tools are also retried automatically). If the scan cannot complete, the earlier verdict stands. Returns 404 for an unknown tool. Requires the coding:tools:write scope.
