Give this app's review account a new code

POST
/api/v1/external/coding/customers/{customer_id}/repositories/{repository_id}/store/review/login/seeded/rotate

For an accounts app on Google Play: replaces the review account's code (the old one stops working at once) and answers the new sign-in to paste into Play Console. 409 review_account_blocked when the account is blocked in People; login is null when the app has no such account. Signed-in owners and admins only (403 for other roles); never cached.
