Download the upload key's certificate

/api/v1/external/coding/customers/{customer_id}/repositories/{repository_id}/store/upload-key-certificate

The saved Android upload key's public certificate (PEM), to upload in Play Console after an upload-key reset. Never the private key; 404 when no upload key is saved. Signed-in owners and admins only.
