Start Syndai verifying a site with Google

POST
/api/v1/external/coding/customers/{customer_id}/sites/{site_id}/google/verify

For an owner with no Search Console (or who isn't its owner). Returns the meta tag a one-file PR adds to the site in verification (method: github_pr); Google accepts several verification tags, so it never replaces another owner's. owner_email (the requesting member's own Google account) becomes an owner when the verification is confirmed. Needs coding:apps:publish and a signed-in person (an API key is 403 forbidden); 503 identity_not_ready when Google isn't set up.
