Read an environment's secret values

/api/v1/external/coding/secrets/resolve

One environment's values, merged the way a run sees them (project over shared, the environment over Test). API keys holding coding:secrets:reveal only, which just a browser-approved syndai login grants. A production environment also needs a browser approval of THIS key in the last 10 minutes: on 403 PRODUCTION_STEP_UP_REQUIRED, open one with POST /api/v1/external/coding/cli/production-access, then retry. Every returned name is audited.
