Poll a production step-up

POST
/api/v1/external/coding/cli/production-access/token

Poll with the device_code from the step-up request, using the same API key that opened it. Returns 400 with error until a person decides, then 200 with allowed_until: this key may read production values until then. Requires the coding:secrets:reveal scope.
