Set a secret

PUT
/api/v1/external/coding/secrets/{key_name}

Create or replace one secret's value in an environment (and optionally one project); the value is never returned. A value for a known provider may be checked first: 409 OVERSCOPE_ACK_REQUIRED when it grants more than runs need (resend with acknowledge_risk), 422 VERIFY_FAILED when the provider rejects it. Runs paused waiting for this secret resume. Requires coding:secrets:write.
