Steer a run in progress

POST
/api/v1/external/coding/runs/{coding_run_id}/steer

Send guidance to a run in progress; the agent receives it at its next turn. A run that has already ended is a 409: start a follow-up run instead. Requires the coding:runs:respond scope.
