Upload an executable for a run to learn from

/api/v1/external/coding/runs/artifact-ingest

Upload one native executable (ELF only, base64 in JSON) for a run to learn from. The format is read from the bytes and the SHA-256 computed by the server; a sent expected_sha256 must match or nothing is stored. Pass the returned artifact as reference_product.value (kind artifact) on run create; the same bytes always return the same reference. Too large is a 413, malformed or unsupported a 400.
