Confirm a run's acceptance criteria

/api/v1/external/coding/runs/{coding_run_id}/criteria/ratify

Ratifies the run's drafted acceptance criteria as the signed-in person, signs the reviewed spec, closes the spec review and lets the build start now. Pass the review round you are looking at as base_round; a stale round, a closed review or a cancelled run returns 409. Needs a signed-in person (an API key gets 401) who started the run, or an owner/admin for a run nobody started (otherwise 403). Returns the run's fresh status.
