Replace the default policy

PUT
/api/v1/external/coding/policy/defaults

Validate a policy config and save it as the new current default, for the workspace or for one repository, as a new version. An invalid config is 400 INVALID_POLICY, and a repository outside this workspace is 422 REPO_NOT_BOUND. Requires the coding:policy:write scope.
