Retry a held landing

POST
/api/v1/external/coding/runs/{coding_run_id}/land/retry

Restarts a landing that is on hold as a fresh attempt: from the beginning, or from the post-landing checks when the change already landed (it never merges twice). Any earlier "go live anyway" consent is dropped. Returns 409 when the landing is not held, and 404 when the run did not land on its own. An API key may call this; a signed-in person must be a workspace owner or admin (403).
