Send a finished change live

POST
/api/v1/external/coding/runs/{coding_run_id}/land/go-live

Queues a finished change on a Syndai-hosted project to land through every check, and returns 202 with its landing; poll GET /runs/{id} to follow it. Returns 409 when the run is not eligible, is already live, or is already landing. On a held landing only a person may decide: an API key gets 403 HUMAN_APPROVAL_REQUIRED. A signed-in person must be a workspace owner or admin.
