Close a held landing

POST
/api/v1/external/coding/runs/{coding_run_id}/land/close

Gives up on a landing that is on hold and marks it failed; an open pull request stays open. Returns 409 when the landing is not held, and 404 when the run did not land on its own. An API key may call this; a signed-in person must be a workspace owner or admin (403).
