Dismiss or skip a task group

/api/v1/external/coding/backlog/groups/{group_id}/dismiss

Dismiss a group before Start, or Skip after it: every open part and every finished part that needs you (held, never went live, a PR to review) becomes skipped. Send part to Skip that part only (409 when it is running, still landing, or already in). A skipped part counts as done for the parts after it, so they start. Running parts are untouched: stop one on its run.
