### Restore an app's data to a moment

Queues a restore of the app's whole data to `at` (a moment in the last 30 days) or to restore point `point_id` (`undo_restore` or one of `deploy_points`). Later account deletions, blocks and removals are kept; queued mail is dropped. A restore can itself be undone. 400 `DATA_REFUSED` when the moment is outside the window or the app keeps no data. Needs `coding:apps:publish`.
