Publish a GitHub repository's packages

POST
/api/v1/external/coding/customers/{customer_id}/repositories/{repository_id}/publish

Starts publish.yml (workflow_dispatch on the default branch) with version; the run publishes with OIDC trusted publishing, so Syndai holds no registry token. 202 with the version and at: the run shows on GET …/publish created at or after at. 409 PUBLISH_NOT_SET_UP when the workflow is missing or refuses the dispatch; 404 for a repository outside this workspace or one Syndai hosts; 503 GITHUB_UNAVAILABLE. Needs coding:apps:publish; a portal member who is not an owner or admin is 403.
