Read a GitHub repository's package publishing

/api/v1/external/coding/customers/{customer_id}/repositories/{repository_id}/publish

Whether .github/workflows/publish.yml exists (set_up), its newest run (run: GitHub's status and conclusion, title, url, at; null before any run), and whether any run ever succeeded (published: the owner's one-time trusted publisher step is done). setup_prompt: the fixed coding-run prompt that adds the canonical workflow, only while not set up. Any workspace member (coding:apps:read). 404 for a repository outside this workspace or one Syndai hosts; 503 GITHUB_UNAVAILABLE when GitHub can't be read.
