List an app's waitlist signups

GET
/api/v1/external/coding/customers/{customer_id}/repositories/{coding_repository_id}/publication/waitlist

One page of the waitlist, newest first: {count, signups, next_cursor}. Pass next_cursor back as ?cursor= for the next page (?limit= 1..200, default 50). Needs coding:apps:publish (the list holds people's emails). This operation is JSON-only so generated clients can type its response; the CSV export is the sibling operation exportAppWaitlistCsv (GET .../publication/waitlist.csv).
