Streams every collection of the app's data store as one JSON attachment: `{"collections": {"<name>": [rows, each with `id`and`owner\_id`]}}`. Needs `coding:apps:publish`, because the export holds the app's end-user data. 404 `NO_APP_DATA` for a static site with no data, 409 `PUBLICATION_NOT_LIVE` when the app isn't live, 503 when the app can't be reached.
