Export an app's data

/api/v1/external/coding/customers/{customer_id}/repositories/{coding_repository_id}/publication/data.json

Streams every collection of the app's data store as one JSON attachment: {"collections": {"<name>": [rows, each with idandowner_id]}}. Needs coding:apps:publish, because the export holds the app's end-user data. 404 NO_APP_DATA for a static site with no data, 409 PUBLICATION_NOT_LIVE when the app isn't live, 503 when the app can't be reached.
